NWSSU-SAP (Special Academic Program) is operated by Northwest Samar State University. Northwest Samar State University is a public university administered by the Philippine government. Its main campus is in Calbayog, with an extension campus in San Jorge, Samar. Its mandate is to provide advanced instruction, higher technological, professional education and training in trade, fisheries, agriculture, science, education, commerce, engineering, forestry, marine studies, and other related fields.

The University also undertakes research and extension services and provides progressive leadership in its areas of specialization. Calbayog High School was established in Calbayog City in 1948. On June 14, 1998, under Republic Act No. 8655, Samar National School of Agriculture was renamed Samar State College of Agriculture and Forestry. Finally, on October 14, 2009, under Republic Act No. 9719, it became Northwest Samar State University.
